1.5.11: review follow-ups to 1.5.10. Config version 3 reconciles the manifest with the WSL-discovery setting on load whatever version wrote the home (retried while the manifest cannot be inspected), and sets a scheduled consent aside only when the scanned scope actually changed; legacy archive directories are accepted only with complete index schemas backed by real tables; SQLite index paths are percent-encoded.
